He also serves as member of Talent Development Committee and Creative Industry Committee of the Macau SAR Government. He owned a Ph.D. in international history from The Ohio University and Olin post-doctoral fellowship in international security at Yale University. His academic career in higher education has been truly international: he taught for 16 years at the University of Maryland (USA) and worked respectively as a Research Fellow at the Nobel Peace Institute of Norway, a visiting professor at the Chinese University of Hong Kong, as well as a Distinguished “Changjiang” Professor and Vice President at Shanghai International Studies University of China. Before joining USJ, he was Senior Vice Rector for Academic Affairs at Macau University of Science and Technology (2011-2015) and Rector of City University of Macau (2015-2020).Zhang, Shuguang
