Abstract
本研究旨在探討澳門2020年頒布的第29/2020號行政法規《特殊教育制度》後,本澳的特殊教育教師對新特殊教育制度的了解程度、特殊教育教師在新法規下要面對的問題,以及政策的改變對特殊需求學生之學習表現評核的影響。
本研究採用質性訪談法,訪談現職特殊教育學校的教師,共對六位教師進行面對面的訪談,通過對資料的收集、分析和整理,本研究主要發現如下:
1. 現職的特教老師對新的特殊教育法規的內容其實都有大致了解。受訪教師對新特殊教育制度均表示正面的態度,認為新的改變能為澳門特殊教育界帶來好的影響。
2. 特教教師需要參照評核制度的準則,除了增加文書上的工作,同時在教學及評量的工作上有不少的影響。
3. 特殊教育教師需要就不同等能力的學生制定多種教學模式,提供適切的評量方法及工具。在新特殊教育法規的影響下,教師們在執行的時候亦有所困惑。
4. 澳門特殊教育教師們對自身專業能力是有信心的,即使面對特殊教育制度的改革,他們仍然積極正向面對。
5. 本澳特殊教育教師為特殊需求學生評量的工作做得不錯。在評量方法他們有提及好多種,能夠運用多元評量的方法或不同的工具去評估學生的能力。
The purpose of this study was to explore the level of understanding of special education teachers in Macao on the new special education system after the Administrative Regulation No. 29/2020 “Special Education System” promulgated by Macao in 2020, and the challenges that special education teachers face under the new regulations. The impact of policy changes on the assessment of academic performance for students with special needs.
This research adopted the qualitative interview method to interview the current teachers of special education schools, and conducted face-to-face interviews with six teachers. Through the collection, analysis and
arrangement of data, the main findings of this research are as follows:
1. The current special education teachers have a general understanding of the content of the new special education regulations. The teachers interviewed expressed a positive attitude toward the new special education system, and believed that the new changes could bring a good impact on the special education sector in Macao.
2. Special education teachers must refer to the criteria of the assessment system. In addition to increasing the clerical work, it has a lot of influence on teaching and assessment.
3. Special education teachers should develop a various of teaching models for students with different abilities and provide appropriate assessment methods and tools. Under the influence of new special education regulations, teachers are also confused when implementing them.
4. Special education teachers in Macao are confident in their professional abilities. Even despite the reform of the special education system, they still face it positively.
5. Special education teachers in Macao have done a good job of evaluating students with special needs. They have mentioned many kinds of assessment methods and can use multiple assessment methods or different tools to assess students' abilities.
